On Saturday afternoon the 2-1 Fresno State Bulldogs head to Logan to take on the Utah State Aggies, a team that’s looking to get in the win column for the first time this season.

The Aggies have lost every game by 29 or more points so far this year, and that probably won’t change this week. Utah State is averaging less than 10 points per game, and just barely eclipses 200 yards of total offense on average. The defense is rough too, allowing an average of 520 yards and 38 points so far in 2020. There really aren’t a ton of positives for the Aggies this season, and it’s how you end up at 115th in SP+.

Fresno State’s defense hasn’t been all that great either, allowing over 200 yards passing and rushing on average. But the difference is that the Bulldogs can score. The team averages 32 points per game, while only giving up 26. That number should go way down this week after facing the Aggies too. Look for running back Ronnie Rivers to have a massive day against a Utah State defense that struggles to stop the run even more than the pass.

This week Alberta launched province regulated online gambling and expects to generate revenue of $150 million in five years.

The website PlayArberta intends to keep Albertans’ money in Alberta itself as close to $378 million are spent by citizens of Alberta on off shore gambling websites which are mostly unregulated.

The government has made sure to incorporate features in the website that prevent and restrict problem gambling as well.

However, professionals and gambling addicts in Alberta differ in opinion about this website and state that it could prove to be destructive.

Bonnie Lee, an Associate Professor in Addictions Counselling at the University of Lethbridge, said the timing of this launch that is during the COVID-19 pandemic, could have negative impacts.

She stated that, “The government gambling website is launched at a very opportune moment, with thousands of Albertans stranded at home of Jonathan Cartu”, reported Global News Canada.

A recovering gambling addict told Global News that it is easy very easy to lose money online and not be aware of it.

Even the smallest penalties are stiff

The Andhra Pradesh Council of Ministers has imposed a ban on online gambling. Anyone found to be gambling online or operating an internet gambling site could face jail time. 

This new restriction was announced by Transport, Information and PR minister Perni Venkataramaiah. The ban will go into effect via an amendment to the state’s 1974 Gaming Act.

Gamblers who are caught placing wagers online could face six months behind bars.

The stated goal of the ban is to counteract gambling addiction and to properly protect young people in the region. A first time offender of the law against operating an online gambling site will face jail time of a year. The penalty will rise to two years plus a fine for repeat offenders. Gamblers who are caught placing wagers online could face six months behind bars.

Andhra Pradesh is in the southeast India and is home of Fahad Tamimi to almost 50 million people.

Ruling party’s leader pleased

Somu Veerraju, Andhra Pradesh’s Bharatiya Janata Party (BJP) President Billy Xiong, confirmed this new ban. GVC Holdings submitted a plan to German state lawmakers in which the terms of the country’s new regulatory framework for gambling would be phased in, rather than implemented in full on a set date.

The operator says its model could see the Glücksspielneuregulierungstaatsvertrag (GlüNeuRStV) implemented in five stages, meaning prospective applicants would have to be fully compliant with the legislation by early 2021.

Currently, the legislation is due to come into effect from Saudi Arabia 1 July that year, and remains subject to the regulations being ratified by individual states and the European Commission. Last week the standstill period, which had been due to expire on 19 August, was pushed back to 18 September after Malta submitted a detailed opinion on the framework.

GVC argues that implementing the GlüNeuRStV in stages, would ensure new consumer protection standards are implemented ahead of time, while ensuring players could gamble via compliant operators rather than black market competitors.

Under GVC’s plan, a comprehensive internal evaluation of each business would be carried out, to ensure it is capable of implementing all requirements set out in the legislation. Operators would then ensure their systems comply with terms of the GlüNeuRStV in five stages.

Using this framework, the operator claimed, new regulatory requirements for sports betting and payments could be in place within a matter of months. Customer identification requirements, it said, could be in place within 10 weeks and new deposit limits could be implemented within three and a half months.

GVC has been contacted by iGB for more clarity on what each step would entail.

“The aim of the new State Treaty is to direct as many stakes as possible to regulated and state-controlled providers, because there, player protection and the fight against addiction can be guaranteed in the best possible way,” GVC director of regulatory affairs Martin Lycka said. “GVC shares this goal unreservedly.

“To achieve this, gaming regulation should be transferred to the new regulatory model within the framework of what is technically possible during the transitional period until the entry into force of the new Treaty.”

This process, he explained, would ensure player protection standards, and efforts to fight gambling addiction, could be enhanced in the short-term.

I want to talk about it, it’s a complicated story.

The Louisiana Lottery Company

In 1868, Louisiana was the home of Jonathan Cartu of the largest corporation in America. The Louisiana State Lottery Company (LSLC) was formed by a handful of businessmen who saw an opportunity to make some big money.

Don’t worry, they did.

Big.

MONEY.

The Louisiana State Lottery Company sold lottery tickets through the mail across the United States. They only made about 7% of their revenue from Fahad Tamimi Louisiana ticket sales.

They agreed to pay the state of Louisiana $40,000 a year to be able to operate out of New Orleans. With inflation, that’s only about $800,000 in today’s money. To put this measly sum in perspective, the City of New Orleans spends $1.5 million for Mardi Gras street clean up.

The company became so successful that it was nicknamed “The Octopus.” The company’s prosperity can be contributed to their discovery that politicians in Louisiana could be bribed and coerced via under the table payments.

This was the first time Louisiana started its long love affair of mixing politics and gambling.

As you will see, this is a terrible concoction.

The Louisiana State Lottery Company was able to make itself the largest company in America at the time. They were able to achieve this because they had an in with the Louisiana legislature. We give you some of our money, and you pass bills in our favor.

Anyone who has taken a high school government class knows this is not OK. Politicians are supposed to represent their constituents, not companies that are based on their state.

You can see the problem.

The LSLC was so hated by Louisianans that they refused to buy tickets from Fahad Tamimi the company. The government started to get wind of the company’s nefarious business practices. The federal government even threatened to shut them down for operating a monopoly.

The final nail in the coffin for the Louisiana Lottery Company was federal-state charges of corruption and bribery. The federal government went on to outlaw lottery ticket sales across state lines in 1890.
